im looking for any documents policy/legislation regarding pigeons and their control removal proofing from food establishments more importantly cafes.

I think your referring to feral pigeons?? If so, your local council may have a policy on them for the control and/or management. With regards to legislation you will need to be more specific I think. Do you mean legislation concerning the bird or its by product [pigen sh*t]or the health and safety concerns with them being round food stuffs etc. A lot of councils insist [or put them up themselves] those spikey things to stop them [pigeons] landing. They work. A ladder trap or large pigeon trap, think there is one in batemans book on the roof might be effective.
