If you don't get them done annually then do the vets not ask why? Or if you go for treatment insist that that they have them?

Only people who are bothered run boarding kennels, they insist on dogs jabbed up (suppose legally they'd have to). My vets have never asked in all of these years, despite taking the pup to get jabbed even though the old dog hadn't been done since the first booster! A greedy vets might try and apply pressure.
