Best off talking to them, if your family members issues is with guns in general then maybe you could have your GF get a shotgun cirtificate as well and share her safe. If your family member has an issue with you having a gun then that will be more interesting. Bottom line is for shotguns the police have to have a reason not to give you a cirtificate. I't a slightly differant game with rifles.
In any case the police will get a medical report from your doctor, you could talk to them and ask them what they would say to the police. Given the time it can take to get over depression a year doesn't seem long. Worst case is you get your fees back.

The shooting of rabbits etc is usually termed vermin control. Running a business to kill 'orible creepy crawlies up to deer is usually called pest control. You can use the guns to kill whatever is says on your licence - mine for example says any lawful quarry. If you want to set up a business then you need appropriate knowledge or advice.

HMR does ricochet much less than 22LR but you cant count on it not to.
Your question about pest control is too vague really but the answer is yes.

My CZ452 .17HMR American, the one which blew the back of a case when I got 2 bullets up its chuff, has had feed problems since I bought it.
It would feed ok on a full mag but then would start to jam, even with a new mag with a stretched spring.
I tried everything I could think of and took it to a couple of shops with no solution.
I decided the problem was with friction as the round was lifted into the extractor claws. The number of times I took the bolt to pieces I don't know!
Today after a blustery zeroing session, OK at 50 yds, rubbish groups at 110, it struck me I should just replace the extractor, holder (the other extractor) and spring. Looking on the web I discovered they seem to be the same parts for all models, so I swapped the parts from my 22lr Varmint and installed them in the HMR American. Wow, problem solved and it fed so smoooth!
The 22lr on the other hand now had the feed problem. Lets try something: swap the extractor and holder and hay presto, smooth reliable feed on the 22lr as well. Happy day.
I cant fully explain because I had tried swapping the extractor and holder when they were installed in the HMR and loading was worse.
Anyhow, delighted to have 2 fully working rifles and all it's taken is hours and hours and hours of messing about. At least I'm not shy of stripping the extractors now!

Like a used car, if you don't know what your looking at then take a knowledgeable friend. The most important thing is not to get too exited or be over impressed by the guy selling the gun - which I have always found an impossible ask.

Thats fine your focus should be on the target not the barrels. If you focus on the bead you will see only one but not the target. If you are hitting stuff thats all you need.

Come on boys, he is asking for help - he has the sense to do that so don't get all high and mighty.
Cardon, Cyclonebri1 has a point, you need to find a mentor.
Roughly in this order,
1. get some lessons at a clay ground.
2. Legal quarry are listed in the General License
3. Join a shooting organisation like BASC who provide insurance and legal advice
4. Decide what you are hunting for and research how to hunt them accordingly. Hunting is a different skill to shooting - hunting gets you into the position where you take the shot.
5. Think about ethics, if you can't consistently cleanly kill what you shoot at you should improve your skills before further hunting.
6. Get signed permission to shoot from the landowner or tenant
7. Learn your ground and learn from experience
8. Safety isn't about specific things you do with your gun, it's about everything you do with your gun.
8a always treat a gun as though it's loaded, every time you handle the gun check it's not loaded.
8b never point the gun at anything you are not happy to destroy
8c Keep your finger off the trigger till your ready to fire
8d Be sure your target is what you think it is and that there is plenty of safe space for your shot to fall.
Somewhere along the line you will want to buy a gun. Wait at least till you have had your first lesson and understand your eye dominance and gun fit needs. My first shotty cost £50 from a dealer but needed some work to get it ship shape. You can spend a lot more and still hit a lot less, people love posh kit but hunting guns get rough treatment sometimes so go for something you wont mind getting a bit scuffed. An over under is a great place to start, they are simple to use and clean and a broken gun is obviously safe to anyone who sees you so keep the gun broken until your ready to shoot.
Bottom line, your not ready to go hunting till you can shoot competently by which time you will have learnt a lot more. Good luck, hunting is a great interest which resonates with deep instincts and so is greatly satisfying, No one can hunt for you and likewise first you must hunt for a lot more knowledge or you will not be fit for the responsibility you are taking on. You have to do that hunting yourself then you can ask the forum better targeted questions.

There is nothing like asking for advice then ignoring it! So I got a rod and taped the bullet out using the end of screw driver as a hammer. It came out surprisingly easily - and only one bullet. A quick clean up and reassemble and out into the fields to check zero.
It all works just fine now, with better groups than I ever shot with the .22LR - happy again.
Looking more closely at the feeding problem while I had the stock and scope off it was easier to see what is going on. The rounds point much higher up after the first few rounds have fed through so maybe the shape of the follower is a bit off. I'll get a new magazine and see how that looks.

I found the charge from the round that failed in the magazine when I stripped it - both rounds in question are Remington The damage to the un-fired round happened in the backfire. I think the damage to the tip of that round was that it was burnt by the backfire.
Second hand rifle, second hand rounds and I did make the mistake of not properly investigating the click and thinking I had fumbled the reloading when mixing live and spent rounds. Right now I don't see a law suit in this - a lot of aggro for a couple of hundred quids worth of rifle. It seemed like a good deal despite the bluing being a bit ratty but I'm feeling a bit sore about it now.
Can ordinary people change the barrels or does that need special tools or heat?

OK I know I was a dumbo but to cut a long story short here's the jist:
I bought a seconds hand Cz252 American yesterday privately yesterday after a hand full of test shots.
Dismantled and cleaned everything but the metal magazines, sorted the trigger and shot a couple of rabbits. So far so good.
This morning I took the gun out for some target work. First shot at a rabbit I only got a click - I had forgotten to work the bolt after inserting the magazine doh! After the first few target shots the rifle suffered repeated feed problems after the first 2 or 3 shots from a full magazine.
To remind myself not to try an load the cartridges which would jam and to avoid damaging good cartridges I loaded 3 used cases before 2 good cartridges. Maybe that was a mistake.
A couple of shots later I just got a click. Doh, I must have chambered one of the used cartridges I had put in the magazine. Eject the cartridge, check magazine, still a good cartridge in it. Odd, I must have loaded an empty in the wrong order (spotted my mistake yet? not the one I thought I had made).
Reloaded, a bit stiff, damn feed problem again (spotted next mistake?).
Careful aim and the strangest bang, a cross between a boom and bong. Lots of smoke and debris, cant open the bolt. Remove magazine, work the bolt a bit, remove bolt to find cartridge with it's back blown off.
So I guess that second click of the day was a duff cartridge which left it's bullet in the barrel. The second shot blew the case rather than push them both out.
Now I have 2 bullets stuck in the barrel, and my question is: How can I get the bullets out and will this have trashed the barrel and written off the gun?
Photos show the case that the back blew off from, notice the shape of the bolt face and sides where the extractors held it, an earlier split case neck and the next cartridge in the magazine.
