I have been ask to clean up pigeons from a very large furniture building (ITS MASSIVE)

 

BUT the only area in which i can shoot them is from the council land around the building so wat can i do and not do?

 

there a video on utube of roy lupton on field sports channel shooting them off a business tower block from the council road and the public are walking past him and the police drive past and dont even stop.
