Try walking with another dog. I start my pup with getting use to its collar a few mins at a time. After a few days I put a small lenght of rope on the collar and let the pup run around for a few minutes and take it of. For my pups first couple of walks I walk it with my adult dog. I would get one of the kids to walk a little in front of me with the adult dog. The pup normally pulls like mad to catch up with the older dog. Then I let the pup walk beside the older dog to stop it from pulling.
