Patterdale coats

I've got two Patterdales about six month old, one smooth coat an one rough.

The smooth dog's coat is starting to thicken up nice on his back but the rough bitch's is still very thin on her back an legs. The rain an damp weather makes her shiver like a shi**ing one. At what age are they considered fully grown?

Woke up thinking about it this morning so had to ask.

I don't post much on here as I get most of my answers by just reading all the topics an pestering my mates.
