i would also seperate the affected birds from others aswell to avoid spread of infection through food water,droppings etc. thats if it is infection just my opinion mate!

could be an infection,staph or other bacterial infection has the bird any cuts on its legs? infections can also be caused by water,damp areas,old food and such depending on wether u wand to keep the birds antibiotics wold be a good idea!!
