What no one seems to have realised, in Scotland many people had low power (sub 12 ft/lbs) air rifles, now they need a licence anyone can have any fac rifle they want, great move Scotland moved from low power to high power is one step. ???

The reason is when renewal time comes around they don't want everyone to apply en block, by spreading out the licence validation they're avoiding a road block in 5 years time.
