Depends if your in an AONB, or Conservation area but generally an application for change of use would be needed. Easiest thing is too phone the people at Building Regs (your local council will put you through) and say that if you where to do what you propose what would you need to do to comply. They are generally a helpfull bunch who don't work directly with the planners and don't want too. Try them out it can't hurt. Though even changing windows now comes under regs....its all about the carbon footprint.

it shouldn't get knocked back but if you start before your permission is granted they can get arsey and in extreme cases make you reverse the work.

 

you can just run the risk and see if you get under the radar, it's up to you mate.

 

the permission is for change of use, as you are turning what is in effect an outside room into an indoor habitable room.
