Like's been said, he might just not be a naturally fast dog.  Plenty of lurchers aren't really fast.  I've owned a couple. 

Edited to add, and on the other side of the coin, my fastest dog, to look at him physically, he didn't even look very fast.

Anyway this discussion has digressed into a different subject. It started as a way to find out if anybody did anything specific to get a yard or 2 more pace into their dogs

I think the best answer to that, is to simply get him fit with no injuries.
