Has the land got planning permission mate,if its close to the beach a static caravan these days is nearly 3000 euro in ground rent?

Yes it has. The only proviso was that we couldn't have a new access to the land from the road but it was granted because there's an ancient overgrown gateway in the hedge. Nearest beach is in Kerry about 30 miles away.
