The answer here is two fold, allow shooting in urban areas to control them, and bring in more marine reserves in the sea to ensure there's more fish for those living on the coast to maintain them and increase their numbers where they should be. It's ridiculous to have a ban, even with falling numbers, if they're attacking people and animals. Action needs to be taken instead on both conservation of marine stocks and culling of urban populations. Quote Link to post
