What, you mean in the case of a massacre/atrocity? Because it's almost always supported by evidence and doubts are almost always eternally speculation. A vocal minority cry "conspiracy" at the time, talk about what evidence is needed to put it to bed (or more accurately the immediate lack of it), then when that evidence arises after investigation, have lost interest and moved on to the next conspiracy! Can anyone even put forward a plausible motive for the kiwi Gov (or any other party for that matter) to have done this?
