I agree with that and in quiet country areas these attacks rarely  happen even if there is black families living there. Gang mentality starts when you've 40 young fellas all the same age living in one housing estate. They are only 16 years old but can see they have strength in numbers and cause shit because people are afraid of what retaliation will come from that group if they slap an individual for been a clown. I've seen loads of young big strong rural teenagers that are twice as strong as the city rats but are polite, helpful, don't start shit and don't walk around with the swagger that these mini gangsters do. If them rural lads stepped out of line then some of the older lads would give them a slap and problem solved. If you slapped one of those fools that hang in packs then the rest would surround you like hyenas. Its not always blacks either but it is always places where they have strength in numbers. How do you police an area where its a badge of honour that you've done prison time and seen as a coward if you haven't. They glorify themselves with cheers when been put into a police car. New York is one of the very few cities that drastically reduced crime rates. Limerick in Ireland was a smaller example. Huge expense and budget needed but when they were followed 24/7 by surveillance  and enough of them were jailed then the rest started to release that high profile murders were bad for business and they preferred to live under the radar after. When a few cops, politicians or journalists get killed then they will suddenly find the resources because it's bad press.
