If they're successful they could push an alternative fuel source and also make it viable.

A car in Europe that gets around 70mpg will only get around 30mpg in the US even though it's the same model and made by the same manufacturer. Marketing tells the US consumer that the technology doesn't exist to make extremely fuel-efficient engines.

When you look at the timeframe between the industrial revolution and now we've gone from clockwork to the iPhone yet when you look at power sources we're still using essentially the same fuel source and it hasn't changed much in over a hundred years. Many cars in the US get worse mileage than the original VW Beetle.

If a country were to completely eliminate the traditional method of vehicle power whilst the US simultaneously rescinds the law that requires piss poor mpg, to worse mpg, the consumer once and for all can see that the old way might not be the best way and maybe the market will respond accordingly.
