Something needs to be done with them - they just don't seem to be scared of being caught and exposed for what they've done.

 

Maybe if a few cell doors being accidentally left open or, the police conveniently arriving late at their address after the public find out where they live, became a frequent occurance, the sick b*****ds would be less inclined to do what they do.
