As Neal said a kelpie can be used to work cattle and some are to hard for sheep but the ACD is a different breed with a different working manner. I would think doing this cross is to put good traits into the beagle rather than taking anything away from the kelpie. Kelpies are oftern used as finder bailers for feral pig hunting out here so bought up to the work are capable hunters wouldn't say they all would be keen though when the teeth are flying.
