Scales are unfortunately something you can't do on a budget. Electronic scales under £100 aren't accurate in my experience, neither are cheap manual counterbalance scales.

 

RCBS do some good counterbalance scales for about £50 I think.

 

I've actually reverted to a Lee dipper as found measuring by volume is more consistent than measuring by weight with cheap scales, and a hell of a lot quicker than using decent counterbalance scales.

 

I also use a Lee crimp. This basically regulates start pressures which is the same as getting consistent neck tension without a crimp.

 

I should add that I only do this for my hunting ammo as it gives me 1/2" groups at 100yds (on a good day!) which is all I need. For BR stuff you're going to need to spend some decent money on scales. Good luck with it all
