That story is being quoted out of context.
The farmer in question was keeping cattle in the dark 24 hours a day. There was a window, but it was so dirty that light couldn't get in.
The local authority and RSPCA tried hard to persuade the farmer to wash the window but he refused. This went on for a long period of time.
nobody is saying that he didn't keep them in the dark, it has been used as comparison, IE if he can be tried under the AWA for keeping cattle in the dark. then the RSPCA can be tried under the same law for many of its failings.
