How about this scope?

Bushnell 6-18x50 for £150 from £200

 

on the .17HMR

I want the best possible quality scope that has at least 16x for rabbit shooting - what can you reccomend thats good value ?

Needs to be under £150 , as i dont see any need to spend silly money , as my BSA 6-24X50 is actully doing 85% of what i want allready.

Just needs to be clear at magnification over 20x - but my BSA at the moment is perfect quality optics at 14x-16x cant get any clearer (even if you could, it doesnt need to be )

If you have to spend less than 150 quid, save your money for now. you won't beat the BSA by any great margin. You need to be spending £200+ to beat that really - most of the Chinese stuff is pretty similar. You could try MTC, but tbh I really think you're better off saving. To buy chinese again is only going to be a waste of your money.
