Leeds has a biology and chemistry univ. so they have to get it somewhere as well. 30% shouldn't be illegal to purchase I'd say with a good reason (bleaching, model rocket engine). Maybe you can try percarbonate from your local "green" shop. They sell that as an alternative for chlorine bleach. It bleaches laundry and pots ok and you can make the solution as strong as you want.
