He had his own brother killed in a chemical attack in an airport Lounge ( not personally or proven, yet) all they are doing is gaining test development time or the Chinese have Marked his card. All he needs is one more test to prove that they have the capability of actuality putting a nuclear warhead on the US or Europe and he has got a hand on the table.
