Does anyone know if is legal to zero in a rifle on land a farmer has given you written permission on with a license de tir?

Any one know where I can get a doubler for one of these please?

Could someone if possible please give me a complete list of what I need to make one of these please. Ebay links would be useful if possible as well and maybe some sort of diagram for wiring & connecting. Would be very much appreciated. Many thanks
